Renée East Fernandez founded Personal Care Solutions (PCS) in 2015. She has over 26 years of support, planning, direction, coaching, administration and program facilitation experience in the human services arena. Renée has overseen multiple day and residential programs funded through Medicaid under the Department of Social Services (DSS) and Department of Developmental Services (DDS).
Prior to the launch of PCS, Renée served as Vice President of Residential Facilities Services at The Kennedy Center in Trumbull, and preceding that served as Vice President of Human Services at Goodwill of Western & Northern Connecticut, based in Bridgeport. She also served as a surveyor for the Commission on the Accreditation of Rehabilitation Facilities for more than 10 years. (CARF).
Renée earned her B.A. in English from the University of Massachusetts, Amherst, and has a M.S. in Special Education from Southern Connecticut State University. Her first positions in the field of disability included working as a direct support professional and an employment specialist. She is a dedicated member of the disability services industry, providing a person-centered, innovative and seasoned approach to supports and care. She prides herself on being as tirelessly dedicated to her own family of 6, as she will be to yours!

Meet the Team

Anita Sebabi joined the PCS team in 2024, providing vital weekly support for recruiting, training, payroll and administrative operations at the office. Anita also works as an Employer Relations Manager at UNH and prides herself with a fervent dedication to fostering diversity, equity, and inclusion (DEI) in the workplace. Her mission goes beyond filling roles; it's about creating inclusive spaces where companies celebrate and support diverse talents.

Liz Bennett joined the PCS team in 2023, continuing her employment focus on making a difference in people's lives. With over 15 years experience in fundraising, she brings a skill set ready to lend itself to serving individuals within private homes, working towards independence, growth and person-centered programming. Liz is the Community Homecare Program (CHP) manager and supports the PCS mission through hiring, scheduling & customer service.
